The Assembly,

1. Considering the need to bring up to date the provisions of the Rules relating to petitions, adopted in 1949, and make them more explicit ;
2. Having been informed of the exchange of views on this matter in the Joint Committee on 4 July 1973 ;
3. Having regard to the report of its Committee on Rules of Procedure (Doc. 3370),
4. Resolves to amend the present Rule 56 as follows :
"Rule 56 - Petitions to the Assembly
5. Petitions must be addressed to the President.
6. They must :
a show the names, attributes and address of petitioners ; the petitioners must cause their signatures to be authenticated in accordance with the internal legislation of the state in which they reside ;
b bear on questions which fall within the competence of the Council of Europe, in accordance with the provisions of Article 1 of the Statute.
7. The Bureau of the Assembly shall examine the admissibility of petitions.
8. Petitions declared admissible shall be transmitted by the Bureau to the competent committees for examination.
9. Upon completion of its examination of a petition, the committee shall inform the President of the conclusions it has reached and of what action, if any, it deems appropriate, in particular publication of all or part of the petition.
10. The President shall submit this information to the Bureau of the Assembly for advice, if necessary, on measures to be taken and on the reply to be addressed to the petitioner."
