The Assembly,

1. Noting that the existing problems in Central America are derived from the unjust structures maintained in several of these countries at the expense of their suffering populations, and through the systematic violation of the latter's human rights and their fundamental freedoms ;
2. Considering at the same time that this structural problem is further complicated and aggravated by all the various pressures exercised by forces and interests foreign to the region ;
3. Greatly concerned about the renewed tension due to the escalation in the various areas of military confrontation, with the increasing presence and intervention of the forces and interests mentioned in the preceding paragraph ;
4. Having regard to the critical situation in this region, which is causing an intolerable deterioration in living conditions for an increasing number of citizens, and the growing danger of the emergence and extension of conflicts which constitute a threat to world peace,
5. Is concerned at the multiplication of the number and the worsening insecurity of the refugees, and appeals not only to governments of member states, but also the competent international institutions such as the Intergovernmental Committee for Migration (ICM) and the United Nations High Commissioner for Refugees (UNHCR) to increase their humanitarian efforts in favour of all refugees in the region ;
6. Draws attention to the situation in Central America and requests that the governments of the "Contadora" group be supported as far as possible in their commendable efforts to ease the situation and solve the conflicts in the region through dialogue and negotiation between the parties involved ;
7. Declares emphatically that this solution requires the non-interference of foreign powers in each of these countries and respect for the right of the populations concerned to choose, in complete freedom and independence, their own manner of determining their social, political and economic future ;
8. Calls on the governments of all Council of Europe member states to contribute, in proportion to their influence at the international level, to the success of the "Contadora" group's initiative for peace, detente, respect for human rights and progress in Central America.
