The Assembly,

1. Considering that San Marino acceded to the Council of Europe on 16 November 1988 and that Finland will soon become the twenty-third member of the Council,

2. Decides to increase the number of Vice-Presidents from thirteen to fourteen in order to maintain the balance between national delegations in the Bureau of the Assembly, and to amend Rules 8, paragraph 1, 9, paragraph 6, and 42, paragraph 2, of the Rules of Procedure accordingly.
