1. The Assembly welcomes the decision to prepare a draft convention to enable Council of Europe member states to exchange the texts of draft domestic regulations aimed specifically at “information society services”.
2. It is fully aware of the importance of these services for the protection of human rights and for the activities of the Council of Europe in general.
3. The Assembly also welcomes the fact that the draft convention has been prepared in the spirit of and in line with the scope of European Community Directive 98/34/EC, as amended by Directive 98/48/EC. This will help European Community law and international law to evolve together in this area.
4. Lastly, the Assembly fully endorses the draft convention submitted to it for opinion and recommends that the Committee of Ministers open it for signature at the earliest opportunity. It urges Council of Europe member states, the non-member states involved in drafting the convention and the European Community to sign and ratify the instrument as soon as possible.
