In the draft resolution, paragraph 5.4 replace the words "which are an improvement of the country’s constitutional order despite the regrettable postponement of the introduction of a fully proportional election system until after the next general election has taken place"

with the following words:

"which are an overall improvement of the country's constitutional order".

Explanatory note

The words to be replaced appear again later, in paragraph 6.5, under a paragraph where general concerns are stated. These words should therefore be removed from the positive statements in paragraph 5.
