At its meeting on 1st February 2021, the Bureau appointed me as rapporteur for this report, which covers its activities over the period from the last Bureau meeting of the first part-session of 2021 (Monday 1st February) to the first Bureau meeting of the second part-session of 2021 (Friday 16 April).
Chapter 2 presents a list of activities and decisions which do not require ratification. Chapter 3 presents decisions which have already been ratified by the Standing Committee on 19 March.
An addendum to this report will be issued after the Bureau meeting of 16 April, which will also include decisions to be ratified by the Assembly on 19 April.
The report of the Committee on the Election of Judges to the European Court of Human Rights presenting the conclusions of the committee on the lists of candidates submitted by Belgium and Poland are published as an Addendum 2 to this report.
The Bureau will hold its next meetings in Strasbourg by videoconference on Monday 26 April 2021 at 11 am, then on Thursday 27 May 2021 in Budapest (tbc). The next meeting of the Standing Committee will be held in Budapest on 28 May (tbc).

On 18 March, the Bureau took note of the communication by the President of the Assembly and of his intention to seize the Committee on Rules of Procedure, Immunities and Institutional Affairs following an exchange of views about a letter sent to him by Mr Liddell-Grainger. It also took note of the communication by the Secretary General and the Deputy Secretary General of the Council of Europe.
On 1st February, the Bureau, taking into account the exceptional circumstances created by the Covid-19 pandemic, decided that committee meetings should be held in a hybrid manner (combined remote and in-person participation of members) or by electronic means of remote communication during the period from 1st February to 30 June 2021. In accordance with Rule 48.1, the committee chairperson shall decide on the format which he or she deems most appropriate when convening the meeting, taking into account safety and accessibility conditions.
On 1st February, the Bureau approved the list of members of the ad hoc committee to observe these elections. On 18 March, it approved the final list of members of the ad hoc committee (Appendix 1) and took note of the statement by the pre-electoral mission.

On 1st February, the Bureau took note of the provisional list of members of the ad hoc committee. On 18 March, it approved the updated list of members of the ad hoc committee to observe these elections and appointed Mr Claude Kern (France, ALDE) as its Chairperson (Appendix 3).
On 1st February, the Bureau decided to extend by six months the validity of all current references to committees.
On 18 March, considering the exceptional circumstances created by the pandemic of Covid-19 and in line with its prior decision to extend the validity of all current references to committees by one year in total, the Bureau decided to extend the terms of office of the rapporteurs of the Monitoring Committee by one year, including those which may have expired since 30 April 2020 in case there has been no replacement.
On 1st February, the Bureau considered a letter by the Chairperson of the Committee expressing concerns about the lack of co-operation of the delegation of Azerbaijan with the Rapporteur for follow-up to Assembly Resolution 2322 (2020) on Reported cases of political prisoners in Azerbaijan (Ms Sunna Ævarsdóttir, Iceland, SOC) and took note that the President of the Assembly would be in contact with the Head of the Azerbaijani delegation on this issue.
On 18 March, the Bureau authorised Mr Kimmo Kiljunen (Finland, SOC) to carry out a fact-finding visit to Belarus, by the end of 2021, in the framework of the preparation of his report on Call for an inclusive national political process in Belarus.
On 18 March, the Bureau took note of the information memorandum on the participation of members in Parliamentary Assembly plenary sessions and committee meetings in 2020 in accordance with Resolution 1583 (2007) and decided to publish the statistics relating to the participation of national delegations on the Assembly’s website.
On 1st February, the Bureau took note of the press release of the launch of the 2021 edition of the Prize.
On 18 March, the Bureau took note of the memorandum prepared by the Secretary General of the Assembly and re-appointed as members of the Selection Panel Ms Marie-Louise Bemelmans-Videc, for a third term of two years starting from 1st June 2021, as well as Ms Anne Brasseur and Mr Nils Muižnieks, for a second term of two years starting from 1st June 2021.
On 1st February, the Bureau decided to invite the committees to review their proposals taking into account gender balance and postponed the approval of the nominations until its next meeting.
On 18 March, considered the nominations as set up in Appendix 4 and decided to approve them, with the exception of the proposals stemming from the Committee on Legal Affairs and Human Rights, which will reconsider them at its 22 March meeting.
On 18 March, the Bureau decided to confer the title of Honorary Secretary General of the Assembly to Mr Wojciech Sawicki, former Secretary General of the Assembly, with effect from the date that he ceased to be Secretary General of the Assembly.
