According to data from the Ukrainian Government, since the beginning of the Russian Federation’s war of aggression, a total of 18 251 soldiers of the Armed Forces of Ukraine have suffered various types of irreversible disabilities. There are 1 368 soldiers with extreme disabilities (“first degree”).
Unfortunately, these soldiers will all have lifelong disabilities and require various types of health care, as well as mental health and social support. This generates many challenges in terms of their effective adaptation, reintegration, labour rights, social benefits and other types of social support.
The Parliamentary Assembly should prepare a report focusing on the necessary substantive and financial support to be provided to Ukrainian soldiers who became disabled as a result of hostilities.
