Kosovo*Note submitted its application for membership of the Council of Europe in May 2022. The Parliamentary Assembly subsequently adopted an Opinion supporting its accession, emphasizing that membership would strengthen democratic standards, the rule of law and the protection of human rights, including access to the European Court of Human Rights for the people of Kosovo.
However, despite the Assembly’s positive recommendation and the importance of integrating Kosovo into the Council of Europe system, no visible procedural progress has been observed.

In this context, what concrete follow-up has been given since the adoption of the Parliamentary Assembly’s Opinion on Kosovo’s application, what political or procedural factors are likely to affect further progress, and is the Committee considering examining this matter with a view to placing it on its agenda for decision within a defined timeframe?
