Summary

The Parliamentary Assembly underscores the threat that violent pornography poses to gender equality and societal welfare, highlighting its role in normalising violence against women. To effectively address this issue, the Assembly calls for stronger international cooperation, led by the Council of Europe, due to the transnational nature of pornographic content. It recommends the Committee of Ministers to initiate a global campaign with UN Women, the European Union, and other organisations against violent pornography, and suggests collaborations with WHO to explore its addictive effects and possible links to real-world violence. Additionally, it urges the adoption of comprehensive and evidence-based sexuality education, emphasising topics such as gender equality, consent, and prevention of sexual and gender-based violence, tailored to different age groups.
