A Draft Resolution
The Assembly,
Having received the Report of the Conference on the Co-ordination of European Air Transport,
Notes the conclusions reached as a result of this Conference and particularly the decision to set up a European Civil Aviation Commission ;
Welcomes the advances made in the progressive liberalisation of European air traffic
;
1. Expresses the hope that the European
Civil Aviation Commission may become the instrument for practical co-operation between the European States towards a reorganisation and rationalisation of the continental airways, in the interests of the European economy as a whole rather than of the States or of individual companies;
2. Conscious that the unco-ordinated competition which sometimes develops between the various means of transport may he of benefit to the customer, but is certainly detrimental
to the European taxpayer, in that he is required to subsidise various media of transport,
which are not seldow rival enterprises and are generally nationalised and operating at a loss,
Expresses the view that the basic unity of the problem of Western European transport should not be forgotten; and
Hopes that steps will he taken to ensure, in the field of surface and air transport, such concerted action on a European scale as is customary in most of the member countries, due regard being paid to the essential technical independence of air transport;
3. Welcoming the decision of the Council of I. C. A. 0. to hold the first Session of the European Civil Aviation Commission at Strasbourg
in November next,
Expresses the hope that continuous relations will be established between the Commission and the Council of Europe and that the Commission will submit an annual report to the Consultative Assembly.
