The Assembly,
H a v i n g before it t h e Report of the first session of the E u r o p e a n Civil Aviation Conference ;
N o t i n g t h e conclusions r e a c h e d b y t he Conference,
Welcomes the e s t a b l i s h m e n t of this Conference as a p e r m a n e n t i n s t i t u t i o n designed t o p r o m o t e t h e co-ordination, b e t t e r u t i l i s a t i on a n d orderly development of i n t r a - E u r o p e an civil a v i a t i o n ;
Welcomes the Conference's compliance w i t h t h e Council of E u r o p e ' s i n v i t a t i o n to t r a n s m i t its annual Report to t h e Council of E u r o p e ;
Co n g r a t u l a t e s the Conference on the a d o p t i o n of a draft m u l t i l a t e r a l agreement on o n - s c h e d u l e d services, which the Assemblyhopes will prove t h e f o r e r u n n e r of other agreem e n t s , in p a r t i c u l a r an early agreement on s c h e d u l e d services;
Records its belief t h a t t h e efforts to f a c i l i t a t e the i n t e r c h a n g e of aircraft will be successful in the near future;
Hopes t h a t all member countries of E. C. A. C. will join t h e company for t he common financing of new equipment, the c r e a t i o n of which was recommended by the Messina Conference;
E x p r e s s e s t h e hope t h a t these steps will help r a t i o n a l i s e E u r o p e a n civil a v i a t i on t o such an e x t e n t t h a t Member States need no longer subsidise this mode of t r a n s p o rt o u t of p u b l i c funds;

The Assembly welcomes t h e fact t h at t h e E u r o p e a n Civil A v i a t i o n Conference has p r e s e n t e d to t h e Assembly t h e r e p o r t of its first session, as r e q u e s t e d by the Assembly i n its Resolution 79 of October 1955. This follows t h e precedent a l r e a d y established by 0 . E. E. C , E. C. S. C. and E. C. M. T. which p e r m i t s t h e Assembly of t h e Council of E u r o p e, as t h e p a r l i a m e n t a r y organ of E u r o p e a n coo p e r a t i o n , to review and comment on the a c t i o n of t h e v a r i o u s i n t e r - g o v e r n m e n t a l organ i s a t i o n s dealing with the more specialised a n d t e c h n i c a l aspects of E u r o p e a n i n t e g r a t i o n.
The Assembly hopes t h a t this arrangement, i m p o r t a n t for the i n s t i t u t i o n a l evolut i o n of t h e political and t e c h n i c a l framework of E u r o p e a n co-operation will also prove of b e n e f i t to b o t h organisations.
The main t a s k of t h e E u r o p e a n Civil A v i a t i o n Conference is t o s t u d y and propose m e a s u r e s for a more r a t i o n a l and economical o r g a n i s a t i o n of i n t r a - E u r o p e a n air t r a n s p o r t.
The existence of a world organisation, n a m e l y I. C. A. 0 . , which s t a n d a r d i s e s t h e t e c h nical a n d legal a s p e c t s of i n t e r n a t i o n a l a v i a t i o n, a n d t h e fact t h a t , despite its r a p i d developmerit, i n t r a - E u r o p e a n traffic has b y no means a c h i e v e d t h e i m p o r t a n c e of i n t e r - c o n t i n e n t al traffic, raised t h e question of t h e r e l a t i o n s h ip of the European Conference to the intern a t i o n a l bodies concerned.
I t was decided by common consent t o e s t a b l i s h t h e closest liaison w i t h I. C. A. 0 ., in p a r t i c u l a r by p r o v i d i n g for t h e a t t e n d a n ce of ICAO r e p r e s e n t a t i v e s at the European Conference and by enabling t h e l a t t e r to use t h e Secretariat and material resources of I. C. A. 0.
