The Assembly,
Recalling its repeated requests that steps be taken to facilitate housing construction in the member countries;
Having regard to the need for better housing conditions in Europe;
Noting that financing is a crucial problem in housing matters;
Wishing to stress the importance of the social aspects of the housing problem;
Wishing, moreover, to focus attention on technical methods which might increase the speed and efficiency of the building industry and reduce building costs,
Recommends that the Committee of Ministers draw up a programme of co-operation among the Member States of the Council of Europe covering the financial, social and technical aspects of the housing problem.
