1. The Committee of Ministers recalls that
it attaches utmost importance to the respect for freedom of association by
Council of Europe member states, in accordance with Article 11 of
the European Convention on Human Rights. It is up to those who consider
that they have been the victim of a violation of this right to lodge,
as appropriate, a complaint with the European Court of Human Rights,
which is solely competent to decide in this respect.
