Agricultural Policies in Europe

The Assembly,

Having considered the report of its Committee on Agriculture on agricultural policies in Europe (Doc. 1358);

Attaching great importance to the establishment of a European agricultural policy, in particular with a view to the possibility of the accession to, or association with, the European Economic Community of member States of the Council of Europe which are not already members of the Community,

Instructs its Committee on Agriculture to continue to study developments in this field and report back to the Assembly in due course.

Co-operation with newly developing countries

1. The Assembly,

2. Considering that the accession of the United Kingdom to the European Economic Community would probably enable, within the Europe/ Africa grouping, or even the Europe/ Africa/Commonwealth grouping, a relative stabilisation of prices and markets of raw materials to be achieved,

3. Instructs the Political Committee to continue its work on the question of co-operation with newly developing countries through its Sub-committee and with the assistance of the competent sub-committees of the Cultural and Scientific Committee and of the Economic and Social Committees and, if necessary, of Experts, with a view, notably, to making a proposal on the most suitable system for achieving the stabilisation of prices and markets of raw materials, either on a world-wide basis or within a more limited geographical area.

Second European Congress on Leisure

The Assembly,

Having noted the Report of the Social Committee on the Second European Congress on Leisure (Doc. 1350);

Stressing the importance for the future of society of the way in which workers make use of their free time;

Aware of the complexity of the problems raised,

1. Instructs the Social Committee to follow the work of the European Congress on Leisure and any other meeting arranged for the study of problems of leisure ;

2. Requests the Secretary-General, in the event of the organisers of the European Congress on Leisure announcing their intention to hold their next meeting at Strasbourg, to make the same facilities available to them at Europe House as on previous occasions.

Situation in the Soviet occupied zone of Germany

The Assembly instructs the Committee on Non-represented Nations to continue its studies on the situation in the Soviet-occupied zone of Germany, and in the European countries behind the Iron Curtain, and to report back to it.

Promotion of European intermunicipal exchanges

The Assembly,

Being desirous of helping to promote pairings in Europe,

Instructs the Secretary-General to arrange, in cooperation with the Council of European Municipalities, a body specialising in European pairings, for the publication and circulation of a booklet on European pairings explaining the principles and operation of this scheme and containing a general list of current pairings and the exchanges to which these give rise.

Publications designed to promote "Education in Europe"

The Assembly,

Desirous of giving effect to Resolution No. 18 of the European Conference of Local Authorities concerning publications to promote "Education for Europe";

Aware of the specific task devolving on educationists in the matter of European unification;

Considering the pressing need to make available to members of the teaching profession, youth leaders, adult educationists, etc., in each European country, the essential basic information on the complex machinery of European cooperation and integration and on the individual role played in this respect by each country considered;

Convinced that a publication designed for educationists in all member States of the Council of Europe should not be limited to presenting the particular viewpoints either of individual States or of the various European institutions already in existence, but should, on the contrary, give a general objective outline of European problems;

Whereas publications on Europe which are already issued or in course of preparation do not, or no longer, exactly meet the above-stated requirements, and whereas a real need exists for such a publication,

Requests the Secretary-General :

- to take the necessary steps, in co-operation with the European organisations and institutions concerned, for the preparation and publication of an information booklet which would meet the needs and follow the lines described above;

- to ensure the widest possible distribution of the booklet, taking into account the aid which could be provided by local authorities, and, in particular, by the European Conference of Local Authorities;

- to use all means at its disposal to co-ordinate the schemes already undertaken in this field by European organisations and institutions.

The Assembly,

Having considered the Report of its Economic Committee on European Economic Relations (Doc 1337),

Instructs the Economic Committee to continue its work and to study the economic situation which has arisen in Europe in view of the applications for membership in, or applications, if any, for association with, the European Economic Community and to report back to the Assembly at its next Session.

Social Committee

Creation of a European organisation for social action on behalf of newly developing countries

The Assembly,

Having noted the Opinion of the Social Committee on co-operation with newly developing non-European countries (Doc. 1355) presented to it during the Sitting of 22nd September 1961;

Considering that there was, on that occasion, a manifest desire to start some European initiative based on the proposals outlined in the Kennedy Plan : "The Decade of Development", particularly with regard to the institution of a "Volunteer Peace Corps" ;

Anxious to contribute to social progress and the maintenance of peace in the world,

Instructs its Social Committee to study the possibility of setting up a European organisation for social action to assist in implementing programmes on behalf of developing countries.
