Financing of meetings of working groups on scientific cooperation (Doc. 3257)

The Assembly,

1. Recalling its Recommendations 664 (1972) and 665 (1972), as well as its Orders Nos. 310 (1971) and 323 (1972), aimed at helping to strengthen Europe's scientific and technological potential ;

2. Recognising that the convening of specialist scientific working parties by its Committee on Science and Technology is helping to promote and facilitate scientific cooperation in Europe, on the understanding that the activities of these working parties should not overlap with existing international programmes and that their fields of research should be of scientific value and of a kind which necessitates international multidisciplinary cooperation ;

3. Believing that the institution of the European Joint Committee on Scientific Cooperation is helping to strengthen links between parliamentarians and scientists, which is essential if the joint European research projects in question are to be made part of a general long-term policy ;

4. Welcoming the encouraging results already obtained by the existing working parties, both from a scientific standpoint and in terms of the fostering of a European spirit of scientific research ;

5. Convinced that the long-range forecasting studies carried out in this connection may give rise to new areas of cooperation ;

6. Considering that the organisation of joint research projects for the purposes of European scientific cooperation creates many problems for participating laboratories, particularly as regards the financing of liaison among research workers,

7. Instructs the Committee on the Budget to draft the Assembly's opinion on the Council of Europe's 1974 Budget to include provision for an appropriation under Vote III (Consultative Assembly) which :

(a) is intended to facilitate :

(i) contacts among members of the scientific working parties set up at the instance of the Consultative Assembly, for the preparation and implementation of joint research programmes ;

(ii) the holding of interdisciplinary scientific meetings for the advancement of the research programmes being pursued by these working parties ;

(b) comprises an initial sum of 300 000 FF to be reviewed annually in the light of the programmes ;

8. Instructs the Secretary General to take the necessary steps to receive donations from private foundations to facilitate cooperation among research workers in Europe.

Committee on Economic Affairs and Development ; and Committee on Regional Planning and Local Authorities

Repercussions of economic and monetary union on regional development in Europe (Doc. 3282)

The Assembly,

1. Considering the report of its Comittee on Economic Affairs and Development on repercussions of economic and monetary union on regional development (Doc. 3282) ;

2. Considering that the regional policy of the European Economic Community (EEC) will eventually reduce regional imbalances within EEC member States ;

3. Considering that significant regional imbalances are likely to persist and even increase within the remaining Council of Europe member States,

4. Instructs its Committee on Economic Affairs and Development, in collaboration with the Committee on Regional Planning and Local Authorities :

(a) to continue its study on repercussions of economic and monetary integration within EEC on the regional development of Council of Europe member States not Members of EEC ;

(b) to make proposals for better coordination of regional policies in Europe and for more cooperation in this field, in particular within the framework of the European Conference of Ministers responsible for Regional Planning.

Scientific and technological cooperation in Europe (Doc. 3286)

The Assembly,

1. Having examined the report on scientific-technological cooperation in Europe (Doc. 3286), prepared by its Committee on Science and Technology ;

2. Recalling Recommendation 665 (1972) on European cooperation in specific scientific fields, Order No. 323 (1972) on European cooperation in specific scientific fields, Resolution 513 (1972) on the use of computers in national parliaments, Recommendation 678 (1972) on the results of the third Parliamentary and Scientific Conference, Recommendation 698 (1972) on European space policy, and Order No. 332 (1973) on East-West relations in Europe,

3. Instructs its Committee on Science and Technology :

(a) to continue :

(i) its examination of scientific-technological cooperation in the framework of the European Community, European space cooperation, East-West scientific-technological cooperation, computer-based aids to parliamentary work, and European cooperation in specific scientific fields ;

(ii) its preparation of the fourth Parliamentary and Scientific Conference ;

(b) to report back to the Assembly in due course on these questions.
