Participation of the Assembly in the Council of Europe campaign on urban renewal

The Assembly,

1. Having taken note of the report of its Committee on Regional Planning and Local Authorities on European regional planning, the role and functions of Alpine regions (Doc. 4274) ;
2. Having taken note, in particular, of the final resolutions adopted by the European Conference of Ministers responsible for Regional Planning in Vienna in October 1978,
3. Welcomes the proposal made by that conference at its meeting in Bari in 1976 for the organisation in 1980 of a "European Urban Renewal Year", and the Committee of Ministers' decision to launch a European urban renewal campaign at the 5th Session of the European Conference of Ministers responsible for Regional Planning, to be held in London in 1980 ;
4. Shares the anxiety expressed by the Ministers and experts at the deterioration of the urban environment, and fully supports their proposal for a large-scale campaign to make all Europeans aware of their urban heritage and of the need for systematic improvement of the quality of life in towns ;
5. Invites each of its committees to examine the possibility of contributing to the success of this campaign by, for example :
preparing a report considering a specific aspect of the quality of life in towns in relation to its normal interests ;
raising the problem in connection with its other activities (visits, symposia, conferences) ;
6. Decides, in connection with this campaign, to co-operate with all its committees in organising a public debate on urban renewal at an appropriate time, and then to do everything in its power to secure implementation of the conclusions which emerge from this campaign, both at European level and in the member states.
