The Assembly,
1. Noting that the right to smoke must never infringe the right of non-smokers to have clean air and to choose whether or not they wish to inhale tobacco smoke ;
2. Noting that smoking causes problems for non-smokers with allergy problems ;
3. Recalling its Recommendation 1101 (1989) on the protection of non-smokers, stating the desire, in paragraph 13, that its own committees should follow the example of the European Parliament by agreeing to refrain from smoking during their meetings,
4. Decides to prohibit smoking during committee meetings.
