1. The Assembly endorses the substance of the final declaration of the pan-European Parliamentary Conference on the Protection of East-West Environment and considers in particular that environmental problems in Europe should continue to be the subject of wide-ranging parliamentary dialogue.
2. The Assembly accordingly resolves to give sympathetic consideration to any proposal for continuing the pan-European parliamentary dialogue, in particular through the organisation of other conferences on environmental questions.
3. Being anxious to establish a permanent basis for dialogue and co-operation in this field, the Assembly instructs its Committee on the Environment, Regional Planning and Local Authorities to submit detailed proposals concerning the composition and functioning of a pan-European committee on the environment, the establishment of which was called for by the Vienna Conference.
4. The Assembly emphasises in this connection the leading role which European parliamentarians should play in organising lasting and effective European co-operation to protect and improve the European environment as a whole.
