Programme-budget for the operation of the Assembly in 1977 (supplementary opinion)

The Assembly,
1. Recalling its
Opinion No. 75 (1976) on the programme-budget for the operational expenditure of the Assembly in 1977 ;
2. Recalling its budget debate held on 3 May 1976 (28th Session, 1st Sitting), which focused in particular on the financial allowances made to political groups ;
3. Considering that the structures of the political groups in the Parliamentary Assembly should be strengthened ;
4. Believing that the method of allocation of these appropriations should continue to be a matter for the Assembly alone to decide, in accordance with terms to be agreed upon, without forgetting the situation of those Representatives not belonging to any political group ;
5. Recognising that in present economic circumstances it would be unreasonable to expect governments to agree immediately on the considerable extra appropriations necessary to provide each political group with all the adequate means,
6. Expresses the opinion that, as proposed by the Secretary General, the appropriation under Sub-head 93 of the Council of Europe budget, designed to strengthen the secretariats of the Assembly's political groups, should, as a first measure, be increased from 132 000 FF to 300 000 FF in real terms in the 1977 budget.
