The Assembly,
1. Having regard to the texts relating to the competence of the Assembly in budgetary matters ;
2. Having examined the Council of Europe general accounts for 1981, the last financial year for which accounts were drawn up and discharge given ;
3. Having examined the Council of Europe budget for 1983, as adopted by the Committee of Ministers,
4. Notes that the ordinary budget for 1983 shows an increase of 0.53% whilst the share of the Assembly shows a net decrease of 0.42 % ;
5. Would greatly welcome an effort to improve in the 1984 budget the technical facilities of the Council of Europe workshop, equipping it with somewhat more modern printing machines, to modernise the interpretation equipment of the Council of Europe's Paris office, and to take appropriate measures to convert as many temporary posts into permanent ones as possible ;
6. Joins the Secretary General in his pleas for the need for better salary negotiation procedures to foster greater stability and preserve the social peace necessary for the smooth running of the organisation.
