The Assembly recommends that the Committee of Ministers invite the Governments of the Member States participating in the preparatory Committee envisaged in the communique issued at the close of the Messina Conference to transmit the conclusions of this Committee, which are to appear by the 1st October at the latest, to the Consultative Assembly, with a request for its Opinion.
