The Assembly,

Having noted the Report of the Committee on Budgetary Affairs and Administration;

Noting that the necessary documents and details of estimates have been transmitted only in respect of Vote II of the Budget (Expenditure relating to the Consultative Assembly), on which Opinion No. 16 was adopted on 9th July, 1955;

Noting the discrepancies between the allocations and the expenditure actually certified:

Noting, moreover, the inadequacy of the sums set aside for functional expenditure,

Recommends that the Committee of Ministers :

1 transmit to it documents and details of estimates relating to the whole Budget of the Council of Europe;
2 ensure that the expenditure of the Council of Europe is calculated as accurately as possible;
3 reconsider and make the fullest use of the allocations for expenditure on the cultural and information programmes of the Council of Europe and increase that for cultural expenditure from 19 to 30 million francs;
4 open the necessary credits to cover the organisational costs (in particular, the travelling expenses and subsistence allowances of the participants and the remuneration of temporary staff) of the European Conference of Local Authorities, the convening of which was decided by the Assembly in its Resolution 76 (1955);
5 open a Head under " Functional Expenditure " for the activities of the Council of Europe in the field of municipal and regional affairs, with a credit of 1,300,000 francs, to be used to raise the amount of the European Prize to 1,000,000 francs and to cover the expenditure resulting from the various activities of the Council of Europe in the field of municipal and regional affairs.
