Co-ordination of the policies of Member States at G.A.T.T. regarding the Treaty instituting the European Economic Community

Recommendation 157 (1958)

Author(s):
Parliamentary Assembly
Origin
This Recommendation was adopted by the Assembly at its 35th Sitting, on 17th January 1958 (see Doc. 773, Report of the Economic Committee).

The Assembly,

Considering that it has frequently urged member countries to adopt a common policy in the international organisations to which they have acceded ;

Considering that in the Recommendation it adopted at its May Session, it warmly approved the establishment of the European Economic Community, which it welcomed as an essential step towards European unity and an important contribution to the preservation of world peace ;

Considering that, on 13th December 1957, the Committee of Ministers adopted Resolution (57) 26 recording "its conviction that the international situation makes it increasingly urgent for Member States to formulate and apply a common policy on all questions of vital concern to Europe" ;

Considering that, in the course of their discussions in the coming months Member States of G.A.T.T. will be called upon to decide whether the Rome Treaty is compatible with the provisions of the General Agreement on Tariffs and Trade ;

Considering that the "Six" have consistently shown their determination to strengthen the solidarity of all the countries of Europe, and specifically have shown their keen desire that other European States should associate themselves with the Common Market, whether on a bilateral or multilateral basis ;

Considering in particular that, to this end, negotiations have been started with a view to extending the European Economic Community by associating with it other member countries of a Free Trade Area,

Recommends to the Committee of Ministers that Member States should consult together with a view to coordinating their attitudes in the forthcoming discussions by G.A.T.T. on the European Economic Community ; and

Recommends also to the Committee of Ministers that it should invite the Council of the O.E.E.C. to put this matter on the agenda of the Inter-Ministerial Committee presently engaged in the Free Trade Area negotiations, as the most appropriate body for this purpose.
