The Assembly,
Having regard to Resolution (51) 62 of the Committee of Ministers whereby, at the Assembly's request, the system of partial agreements was instituted ;
Whereas by virtue of that Resolution the conclusion of a partial agreement is subject to prior unanimous authorisation by the Committee of Ministers ;
Whereas the power accorded to any Member State to veto the conclusion of partial agreements may lead Governments which intend to conclude such an agreement to seek a solution outside the Council of Europe framework ;
Recalling its Opinion No. 13/ 14, in which it has already requested a review of the procedure for the conclusion of partial agreements,
Recommends that the Committee of Ministers should amend the statutory texts concerning the competence of the Committee of Ministers, in order to facilitate the conclusion of partial agreements by altering Resolution (51) 62 in such a way that the procedure laid down by this Resolution can be applied without previous unanimous authorisation.
