The Assembly,

Considering that European countries have a joint responsibility towards nationals of African and Asian countries who come to Europe to study;

Considering that Europe should be presented to them as a cultural community and that they should take with them upon their return home the picture of a united and peaceful Europe;

Considering that it is desirable that, in general, European civilisation should be presented to non-Europeans as a single unit embracing diverse national features and characteristics;

Considering that this need to present Europe to the rest of the world as a cultural entity calls for studies and solutions that no one European country can carry out by itself, much less impose upon others,

Recommends that the Committee of Ministers should request the Committee of Cultural Experts to include in their programme systematic and sustained action, with a view to presenting Europe as a cultural community to non-Europeans.
