1. The Assembly,
2. Considering that the latest developments in the international situation have demonstrated the need for improving collaboration among the nations of the free world;
3. Believing that the Western position would be strengthened by a firm effort at uniting politically the member States of the Council of Europe,
4. Recommends that member Governments should use the Committee of Ministers as a policy-making instrument where the policies of member States can be co-ordinated as a step towards strengthening the solidarity of Europe with the United States of America and other nations of the free world.
