The Assembly,
Recalling the terms of its Recommendation 268 of 29th September 1960, containing proposals to improve the procedure for the ratification of European conventions;
Having considered Resolution (61) 6, adopted by the Committee of Ministers on 27th February 1961, which was communicated to the Assembly on 24th April 1961 (Doc. 1285) and which sets out the procedure that the Committee of Ministers has decided to adopt, whereby member Governments will make a report to the Committee of Ministers on the state of ratifications each year,
1. Expresses its satisfaction that the Committee of Ministers has accepted part of the Assembly's proposals on this subject;
2. Takes note of the view expressed by numerous Governments "that members of the Assembly ought forthwith to use their influence with their respective national Parliaments with a view to reducing the delay between the signature and ratification of conventions, agreements and protocols" (Doc.
Doc. 1257, paragraph 247);
3. Expresses the willingness of Representatives to act on this suggestion, provided they are furnished with the information necessary to enable them to do so; and
4. Recommends to the Committee of Ministers that it should communicate to the Assembly for this purpose the information which it will be receiving from member Governments in accordance with the provisions of its Resolution (61) 6.
