1. The Assembly thanks the European Civil Aviation Conference for the speedy transmission of the Report on its 4th Session and expresses its appreciation to the President of ECAC for coming to Strasbourg to present the Report in the Economic Committee.
2. The Assembly expresses its appreciation for the consideration given by ECAC to Recommendation 212 (1959) of the Assembly and it trusts that the fruitful co-operation established between the Council of Europe and the ECAC since the ECAC's 1st Session shall continue.
3. The Assembly welcomes the new facilitation recommendations adopted by the Conference, particularly those on intra-European travel documents and liberalisation of foreign currency allowance in the interest of the promotion of international tourism, and hopes that complete implementation of the recommendations adopted in past sessions can be achieved in the near future.
4. In particular the Assembly welcomes the adoption by the Conference of Recommendation No 14 (Freedom from Airport Health Control) in which member States are urged to participate in the "excepted area" arrangements of the Council of Europe and congratulates those member countries of ECAC which have since decided to adhere to these arrangements; it expresses the hope that other ECAC member countries, even if not Members of the Council of Europe, will follow this example as soon as possible.
5. The Assembly considers the technical Recommendations Nos 31 up to 48 to be of great value since these Recommendations tend to lead towards greater standardisation of equipment, greater uniformity in procedure and handling and to greater equality in the standard of professional skill, a development which in its turn should facilitate the interchange of equipment and personnel and which should lead to increased air safety.
6. The Assembly notes with interest the trend towards operational and economic co-operation among European airlines and sincerely hopes that future pooling arrangements will also cover integrated aircraft purchasing, maintenance schemes and interchange of aircraft.
7. The Assembly welcomes the "Statement of Principles and Methods for the Advancement of Co-operation and Liberalisation in relation to Intra-European Air Services for the Transport of Passengers, Cargo and Mail" presented by the Committee on Co-ordination and Liberalisation and shares the view expressed by the Conference that this statement constitutes a useful and constructive approach to the subject; it notes with concern, however, that, although the Statement has been accepted by a majority of the ECAC member States, the application of the principles contained therein is left optional and regrets that little progress was made at the 4th Session towards effective multilateral liberalisation of scheduled air services. It therefore urges the Committee of Co-ordination and Liberalisation to reconsider the question of preparing a code of liberalisation for scheduled services in the light of negotiations for an enlargement of the EEC.
8. The Assembly welcomes the prospect of future co-operation at President/Chairman level between ECAC and the European Conference of Ministers of Transport in the interest of the co-ordination of European transport. It endorses ECAC Recommendation No. 30 in which the Conference urges member States to improve airport/city ground transportation and urges ECAC and ECMT jointly to review developments in this field.
9. The Assembly recommends to the Committee of Ministers that member Governments :
a should implement the various Recommendations of the European Civil Aviation Conference adopted at the 4th Session or at earlier Sessions ;
b should give their support to securing, as soon as possible, a system of rules for a multilateral agreement forming a real code of liberalisation of European air transport ;
c should impress upon their respective airlines the need and urgency to arrive at greater operational,technical, commercial and financial (common purchasing) co-operation ;
d should report to the Assembly as soon as possible on the action that each member Government has taken on this Recommendation.
