2. Having regard to
Recommendation 288 on co-operation with newly-developing countries, and to the Political Committee's Report (
Doc. 1333), which served as an explanatory memorandum thereto :
3. Having regard to its
Recommendation 299, on the 5th progress report of the Special Representative (
Doc. 1305), in which it expressed inter alia the wish that the activities of the Resettlement Fund of the Council of Europe should be intensified ;
4. Considering that, however preoccupied the Council of Europe may be with the future of newly-developing nations outside Europe, it ought nevertheless to show particular concern for the areas that are still underdeveloped in its own member countries ;
5. Considering that every contribution to economic and social progress is, preeminently, one of those "practical means" which, in accordance with the declaration of the Committee of Ministers (
Doc. 1228), are designed to "strengthen unity and foster the European spirit among the member nations of the Council of Europe'' ;
6. Considering that the Resettlement Fund is one of the practical achievements of the Council of Europe likely to have a direct effect on the lives of the peoples of Europe ;
7. Having regard to the assistance already afforded by the Resettlement Fund to the economic development of several member countries, and in view of the experience which it has acquired in this field and which is unanimously appreciated ;
8. Considering that action by the Resettlement Fund can and should be combined with the efforts of the large international organisations, such as OECD, which afford economic aid,
9. Recommends that the Committee of Ministers :
a extend the activities and powers of the Resettlement Fund of the Council of Europe to enable it to give aid to European countries in process of development, in particular to projects of social or humanitarian interest ;
b invite member Governments which are not members of the Fund to accede to it on the occasion of the extension of its powers.
