Assembly debate on 17th January 1963 (24th Sitting of the 14th Session) and on 8th and 9th May 1963 (5th and 6th Sittings of the 15th Session) (see Doc. 1529, report of the Committee on Non-represented Nations). Text adopted by the Assembly on 9th May 1963 (6th Sitting) after amendement.
1. The Assembly,
2. Considering the need to establish close contacts between the peoples of Eastern and Western Europe;
3. Taking note of Recommendation 291 on the establishment of cultural links with the Polish people,
4. Recommends :
That the Committee of Ministers should seek to promote closer consultation between member States in the matter of contacts with the peoples of European countries under Communist rule ;
That the Committee of Ministers should initiate contacts of many kinds, including fellowships and scholarships for scientists, artists and scholars, with these countries on a multilateral basis under the auspices of the Council of Europe ;
That the Committee of Ministers should examine the possibilities of extending the facilities given to holders of the Council of Europe's cultural identity card to school-children and university students from European countries under Communist rule visiting the member States ;
5. Instructs the Secretariat to assist the Committee of Ministers with the fulfilment of this task.
