The Assembly,
1. Concerned at the deteriorating situation in Vietnam with its potentially dangerous repercussions for world peace ;
2. Considering that the suspension of the aerial bombardment of North Vietnam has created a climate which ought to help the opening of negotiations to put an end to the war in Vietnam ;
3. Regretting that the crisis of EEC continues and that its effects are blocking not only the progress of European unification but also that of the GATT tariff negotiations which are essential to strengthening the Atlantic partnership ;
4. Expressing its support for the attempts made to open the way to an agreement enabling EEC to resume and develop its normal activities in accordance with the Treaty of Rome ;
5. Welcoming the declaration of the EFTA Ministerial Council at Copenhagen on 28th and 29th October 1965 that EFTA stands ready to establish a dialogue between EEC and EFTA at all possible levels ;
6. Believing that the Council of Europe provides a suitable framework for certain measures of co-operation between EEC and EFTA ;
7. Noting the suggestion made in the Plowden Report to the British Government underlining the necessity of European co-operation in aircraft construction,
8. Expresses the hope that there will be an early and successful negotiation leading to an end of the war in Vietnam ;
9. While noting that the United Nations are seized of the Cyprus conflict, reiterates its hope that all the Parties in question will take, in a spirit of European co-operation, steps aimed at achieving, as quickly as possible, a negotiated settlement ;
10. Welcomes the decision by the Committee of Ministers of the Council of Europe to establish a new programme of intergovernmental work, and declares that it would welcome the participation of non-member Governments of Eastern Europe in appropriate technical activities of the Council,
11. Recommends the Committee of Ministers :
to consider, pending the opening of a dialogue between EEC and EFTA, making use of the possibilities provided by the Council of Europe for the study and, where possible, application of Conventions and Agreements for technical co-operation of the kind already suggested at the meeting of EFTA Ministers at Copenhagen in October 1965, as for example in the matter of patents and industrial standards ;
to convene in the very near future a Conference of European Ministers responsible for aircraft production on the theme of European co-operation in aircraft construction.
