Assembly Debate on 24th, 25th and 26th April 1967 (1st, 2nd and 3rd Sittings) (See Doc. 2187, report of the Political Committee). Text adopted by the Assembly on 26th April 1967 (3rd Sitting).
The Assembly,
1. Having taken note of the motion for a Resolution concerning the creation of a European institute for research into the causes of international conflicts (Doc. 2028 ;
2. Considering that such a step would be premature ;
3. Convinced, however, that the establishment of world peace and the transformation of a climate of detente into a genuine mutual understanding depends among other things on youth and opinion in general being accurately informed on the causes of international conflicts and the conditions of peace ;
4. Observing that efforts to develop peace research in Europe in particular are still inadequate ;
5. Regretting the lack of co-ordination between the different peace research institutes or centres,
6. Recommends the Committee of Ministers :
a to invite the Governments of member States to use all appropriate means to encourage peace research institutes and to harmonise their work, especially with regard to problems that concern Europe as a whole ;
b to encourage the Governments of member States to establish centres, institutes, Chairs or courses on peace research and the causes of international conflicts in as many universities and academic institutions as possible, taking care to guarantee the objectivity of the teaching through the widest possible recruitment of professors, research workers and students.
