The Assembly,
1. Recalling the several occasions on which it has called upon the Committee of Ministers to do all in their power to further the economic integration of European States;
2. Recognising that, while much has been done, the decisive steps of setting up a unified economic organisation have so far not been taken;
3. Believing that the next months will provide an opportunity to make decisive progress which, if not seized, may result in prolonged delay in the task of unifying Europe;
4. Expressing the hope that the British Government will renew without delay its application for membership of the European Economic Community;
5. Believing that this will facilitate the entry into or association with the Community of other European States,
6. Recommends to the Committee of Ministers:
that member Governments bring to a successful conclusion the present decisive phase of the Kennedy Round negotiations;
that member Governments do everything in their power to bring about a British application for membership of the European Economic Community, and to persuade the existing Members of the Community to give a positive response to any such application, and also to applications from other European Governments;
that member Governments continue their study of the problems of international liquidity and monetary reserves.
