The Assembly,

1. Noting that the conditions in which scientific and technological planning and development have been carried on hitherto in Europe have not on the whole produced satisfactory results ;

2. Regretting the total lack of motivation in the present projects of European technological co-operation and that this leads to a waste of resources evidenced by the uncoordinated existence of several European "science" organisations ;

3. Welcoming the holding on 12th and 13th March 1968 of the 3rd Ministerial Conference on Science under the auspices of OECD ;

4. Noting with satisfaction that the Conference will consider questions in which the Assembly has taken an active interest, in particular the question of technological disparities between Europe and the USA ;

5. Recalling with satisfaction that the 2nd Conference invited observers of the Consultative Assembly and transmitted a report to the Assembly on the outcome of the Conference ; confident that the same practice will be followed by the 3rd Conference,

6. Recommends the Committee of Ministers :

6.1 to fix a meeting of European Ministers after the close of the 3rd Ministerial Conference on Science to be held under the auspices of OECD on 12th and 13th March, and before the Ministerial Meeting of the Six on Science Policy to be held in June, in order to consider the consequences for Europe of the results of the 3rd Ministerial Conference ;

6.2 to invite their respective Governments to instruct their delegates to the 3rd Ministerial Conference on Science :

a to transmit a report on the outcome of the Conference to the Assembly of the Council of Europe in time for the May Session of 1968 ;

b to invite as Observer to the OECD Science Policy Committee and to the Conference, a member of the Assembly of the Council of Europe.
