The Assembly,

1. Referring to its Resolution 642 (1976) ;
2. Stressing the responsibility borne by all Council of Europe member states and their involvement, either as exporters or importers, in the arms race ;
3. Recalling the proposals submitted to the United Nations General Assembly by Malta in 1965 and by Denmark (with the co-sponsorship of Norway, Iceland and Malta) in 1968,
4. Recommends that the Committee of Ministers :
invite the governments of the member states to submit to the United Nations a proposal aimed at establishing an international public register, covering both production and trade of selected types of major weapons ;
invite the governments of the member states to draft restrictive common guidelines on arms exports, strictly controlling in particular exports to countries in conflict and areas where tensions exist.
