The Assembly,

1. Referring to its Resolution 654 on the implementation of the Final Act of the CSCE ;
2. Welcoming the regular exchanges of views on the implementation of the Final Act of Helsinki and the political preparations being made within the Committee of Ministers of the Council of Europe for the Belgrade meetings ;
3. Aware of the vital importance of greater co-operation between parliamentary representatives and government authorities, allowing for fuller information on the Conference on Security and Co-operation in Europe and its follow-up in the framework of East-West relations ;
4. Convinced of the need for real concertation between intergovernmental action and parliamentary action in this field,
5. Recommends that the Committee of Ministers :
a continue the political concertation on the subject of the Belgrade meetings, and regular exchanges of views and information on the practical implementation of the Final Act of the CSCE ;
b arrange for exchanges of views to be held between representatives of the member states of the Council of Europe, Canada and the United States on the development of security and co-operation in Europe, as proposed in Recommendation 803 (1977) ;
c encourage practical co-operation by inviting those Eastern European states directly concerned to participate in the forthcoming European Conference of Ministers responsible for Regional Planning, to be held in Vienna in 1978, at which one of the main themes will be "major traffic and development axes in Europe", and also in the next European Ministerial Conference on the Environment which will take place in Switzerland in 1979 ;
6. Recommends also that the Committee of Ministers promote co-ordination of the activities of the two organs of the Council of Europe with regard to the implementation of the Final Act of the CSCE :
a by holding regular exchanges of views with an Assembly delegation ;
b by including the Assembly, on conditions to be determined jointly, in meetings of the Committee of Ministers attended by government experts ;
c by instituting a regular exchange of information and documentary material.
