The Assembly,

1. Having considered the 22nd progress report of the Special Representative of the Council of Europe for National Refugees and Over-Population (Doc. 4156) ;
2. Having regard to its Recommendation 827 (1978), on the 21st progress report ;
3. Reiterating that the recent enlargement of the membership of the Council of Europe makes the organisation the most suitable body for cooperation in the field of intra-European migration ;
4. Being of the opinion that the proposed European Conference of Ministers responsible for Migration Questions offers a privileged opportunity for redefining the role of the organisation on behalf of migrant workers as a consequence of the enlargement and in the light of the new trends in international migration ;
5. Underlining the necessity for the various Council of Europe bodies dealing with migration questions to contribute towards a comprehensive and coherent overall policy in the organisation ;
6. Stressing the need for the creation of a documentation section on migrants' questions, with a view to facilitating the work of the relevant Council of Europe bodies,
7. Recommends that the Committee of Ministers :
convene, at an early date, the ad hoc Conference of Ministers responsible for Migration Question, as proposed by the Swedish Minister for Foreign Affairs ;
avail of the holding of the ministerial conference to reassess the role of the Council of Europe as regards migrant workers, with a view to formulating a more coherent and comprehensive policy ;
associate the Assembly in the preparation and the proceedings of the conference ;
invite member states to inform regularly the Secretary General of the Council of Europe on the action they have taken on the various resolutions of the Committee of Ministers pertaining to migrant workers, as foreseen by these very resolutions ;
invite the Special Representative to broaden the scope of his annual progress report and, in addition, to give an account of the activities undertaken by the other Council of Europe bodies in regard to migrant workers and of the current situation and policies in member countries.
