The Assembly,

1. Recalling its Resolution 620 (1976), on the transmission of the credentials of members of the Assembly, which, for the sake of simplifying and speeding up the process, makes it possible for credentials to be transmitted by speakers or by secretariats of the national parliamentary assemblies which appoint those members, instead of by Ministers for Foreign Affairs only as previously ;
2. Noting that, since the adoption of Resolution 620, approximately half of the member states of the Council of Europe have availed themselves of this possibility, and that experience has shown it to result in an appreciable saving of time and in the simplification of administrative procedures ;
3. Considering that the transmission of credentials of Representatives and Substitutes by the appropriate authorities of the parliamentary assemblies of which they are members, and which have appointed them, is more in keeping with the dignity of the Council of Europe Assembly and of its members,
4. Recommends that the Committee of Ministers invite those member states which have not yet done so to make the appropriate authorities of their national parliaments henceforth responsible for transmitting the credentials of Representatives and Substitutes to the Assembly of the Council of Europe.
