The Assembly,

Noting with satisfaction that the suggestions made in its Resolution 97 have been taken into consideration in the work of the Brussels Conference and of O.E.E.C.,

Adds the following two suggestions :

1 Member States participating in negotiations within the framework of O.E.E.C. and the Brussels Conference should, for political reasons, proceed immediately with the joint construction of a uranium isotope separation plant, even though there may be sound economic reasons for delaying this decision.
2 They should also, for security reasons, establish a foolproof system of control and, accordingly, provide for close co-ordination between the control system of Euratom and that of the OEEC European Nuclear Energy Agency, between these two systems and that of the United Nations International Atomic Energy Agency and also between civil control and the military control which will be exercised by the W.E.U Agency for Armaments Control.

Noting that no definite proposal has been published concerning the institutions envisaged for Euratom,

Invites the Council of Ministers responsible for the Brussels Conference :

a to endow the European Commission provided for in Euratom with independent authority and with joint responsibility, that is to say, with real powers of decision and of swift action for carrying out its work and, in particular, for supervising and guaranteeing the control and setting up of the common market in nuclear energy and for directing investment policy;
b to make the European Commission responsible to the assembly mentioned in Recommendation 117, which should be possessed of real powers and, in particular, be given the power of approving the budget before its adoption by the Council of Ministers;
c to decide on the setting up of a consultative economic and social committee representing producers, workers and consumers;
d to draw up a protocol establishing as close a connection as possible between Euratom and the Council of Europe.
