The Assembly,
Having regard to the provisions of Article 26 of the Statute and Rule 36 of the Rules of Procedure of the Assembly;
Having regard to Resolution 7, dated 8th December 1951, revising the Rules of Procedure of the Assembly;
Having regard to the Opinion of the Committee on Rules of Procedure on replacing deceased Representatives by Substitutes, Doc. 192, adopted by the Assembly on 18th December 1953,
Resolves that :
1. by quorum should be understood an absolute majority of the number of Representatives who in accordance with the Statute make up the Assembly;
2. since the number of Representatives making up the Assembly is fixed at 138 by Article 26 of the Statute, the quorum for the Assembly is 70.
