The Assembly,

Having considered the 6th Progress Report of the Special Representative for National Refugees and Over-population (Doc. 1458) ;

Recalling its Recommendation 299 (1961), in which it invited the Committee of Ministers to provide the Special Representative with the funds required to implement his projects concerning the provision of grants for the training of 30 instructors and a pilot scheme for training 300 workers ;

Reaffirming its conviction that "the problem of vocational training is a European one of equal concern to the emigration of over-populated countries and the immigration countries" ;

Confident that "this European problem can be solved only on a European basis" ;

Referring to the Communication (Doc. 1228) dated 16th January 1961, in which the Committee of Ministers declared that "the most important task confronting them is to seek practical means of strengthening unity and fostering the European spirit among the fifteen member nations of the Council of Europe" and in which they invited the Assembly to submit "constructive proposals" to them,

Instructs its members, and particularly members of the Working Party on relations with national Parliaments and the Committee on Population and Refugees, to take all possible action within their Governments and parliaments to ensure the implementation of the Special Representative's projects concerning vocational training as defined in Recommendation 299 (1961).
