The Assembly,

Reaffirming its belief that the improvement in urban and rural living conditions and the economic expansion of Europe's various regions depend above all on the financing possibilities available to local authorities ;

Considering Resolution 24 (1962) of the European Conference of Local Authorities on financing major undertakings of local authorities in connection with the development and establishment of the Common Market ;

Having regard to the second paragraph of Article 1 (b) of the Charter of the Conferences ;

Having regard to the opinion of the Economic Committee,

1. Instructs the Committee on Local Authorities, on the occasion of the approaches which the Assembly has requested it to makeNote, to study with the European Parliament's "Intergroup" on Local Problems the advisability of action on the part of the European Parliament, and the forms which such action should take with a view to obtaining :
1.1 from the Governments, a declaration of interpretation or, failing this, a revision of Article 130 of the Treaty instituting the European Economic Community so as to enable the European Investment Bank to assist in financing major undertakings of local, regional or communal authorities aimed at developing or improving the infrastructure, in accordance with the said Article 130 ;
1.2 from the European Commission and the Governments, approval of the necessary measures to facilitate the issue of bonds on foreign markets by local authorities ;
2. Reminds the Committee of Ministers of the terms of its Recommendation 241 (1960) which it considers as being still valid.
