The Assembly,

Having noted the 11th progress report of the Office of the United Nations High Commissioner for Refugees (Doc. 1611) and the report of its Committee on Population and Refugees containing a reply thereto (Doc. 1635) ;

Recalling its Recommendation 329 (1962) and Resolution (62) 40 of the Committee of Ministers, which invited the Governments of the member States to give favourable consideration to the action undertaken by the High Commissioner to solve the problem of "old" non-settled refugees in Europe, and to grant him special financial contributions ;

Noting with satisfaction that the Governments of seven Council of Europe member countries had already responded to this appeal on 31st August 1963 ;

Finding that at that date governmental contributions of 4 million dollars had been pledged to the High Commissioner towards the financial target of 6-8 million dollars set by his 1963 programme,

1. Welcomes the European movement of solidarity reflected in support for the action taken by the United Nations High Commissioner for Refugees with a view to finally solving the problems of material assistance to the "old" refugees ;
2. Notes with satisfaction the progress made towards a solution of these problems, particularly in Europe, and pays a tribute to the High Commissioner's endeavours ;
3. Expresses its confidence in the High Commissioner and assures him of its wholehearted support for the measures he will be taking to collect the money he still requires to reach the target set by his 1963 programme;
4. Invites the members of its permanent Working Party on Parliamentary and Public Relations and of its Committee on Population and Refugees to make or to renew suitable approaches to their Governments or Parliaments with the object of encouraging them to make further special contributions to the implementation of the High Commissioner's 1963 programme.
