The Assembly,
Having noted the 12th progress report of the Office of the United Nations High Commissioner for Refugees (Doc. 1727) and the report of its Committee on Population and Refugees containing a reply thereto (Doc. 1747) ;
Recalling its Recommendation 329 (1962) and its Resolution 261 (1963), together with Resolution (62) 40 of the Committee of Ministers, which invited the Governments of the member States to give favourable consideration to the action undertaken by the High Commissioner to solve the problem of "old" European refugees and to grant him special financial contributions ;
Noting with satisfaction that the number of Governments of Council of Europe member countries which had responded to this appeal by 31st December 1963 has now risen to twelve, representing special contributions of 1.3 million dollars to the programme of the Office of the High Commissioner for 1963 ;
Finding that at that date governmental contributions of 4.4 million dollars had been either paid or pledged to the High Commissioner towards the financial target of 6.8 million dollars set by his 1963 programme ;
Having learned, furthermore, with keen satisfaction that, in accordance also with the spirit of Recommendation 329 (1962) and Resolution 261 (1963), large sums had been collected by the Office of the High Commissioner in the private sector, and welcoming, in particular, the spectacular results of the fund-raising campaign organised in the Netherlands in October 1963,
