The Assembly,
Having considered the 8th progress report of the Special Representative for National Refugees and Over-Population (Doc. 1728);
Reaffirming its conviction that "the problem of vocational training is a European problem of interest not only to emigration or over-populated countries, but also to immigration countries" ;
Confident that "this European problem can be solved only on a European basis" ;
Convinced, moreover, that the activities of the Special Representative should not be confined to the improvement of the conditions under which a basic vocational training is provided for migrant workers, but that these activities should also be directed towards the improvement of the material, social, legal and psychological position of migrant workers;
Recalling its Recommendations 239 (1960) and 299 (1961), in which it called for the implementation of the three vocational training priority projects submitted by the Special Representative;
Expressing the wish that, in pursuance of these previous Recommendations, the Committee of Ministers should approve the Special Representative's pilot scheme for training 300 workers and grant the necessary appropriations for this purpose,
the different aspects of the problems raised by the psychology of such workers in their adaptation to the social environment of the host country ;
the maintenance obligations of migrant workers.
