The Assembly,

Recalling its Resolution 211 (1961) on the promotion of European intermunicipal exchanges, which instituted a Plan to this end ;

Desirous of acceding to the wishes expressed by the Plan Selection Committee that procedure for awarding grants be amended and simplified,

Authorises the Selection Committee to waive the procedure laid down in Resolution 211 (1961), as follows :

1 Applications for grants shall be submitted after the exchanges have taken place and shall be accompanied by activity reports as required by the Exchange Plan Regulations.
2 The Selection Committee may award grants in one operation, and arrange for payment thereof in a lump sum, and, not as hitherto, in instalments.
3 Where the number of admissible applications is too large in relation to the funds available, the Selection Committee is empowered to choose the successful applicants according to objective criteria, with particular regard to the size of the budgetary resources and to the population of the local government area concerned. In selecting applicants for awards, the Committee is required to ensure that, as far as possible, grants are apportioned fairly among the different countries and among the communities applying for grants.
