Text adopted by the Standing Committee, acting on behalf of the Assembly in accordance with Rule 42 of the Rules of Procedure, on 27th November 1965, as amended.

The Assembly,

1. Believing that the work of the Council of Europe and its organs, namely the Consultative Assembly, the Committee of Ministers and its expert committees and the Secretariat should be more appreciated by the public ;
2. Considering therefore that it is necessary to stimulate interest in the Council and its work among all those responsible for publicity in Europe ;
3. Convinced that one of the means of attaining this objective is for the Council of Europe to convene a Colloquy between leading personalities of the European Press and members of the Assembly ;
4. Having studied the report on this subject submitted by the Permanent Working Party on Parliamentary and Public Relations (Doc. 1991),
5. Resolves
5.1 that an initial Colloquy between leading personalities of the European Press and Assembly representatives shall be held at Strasbourg in May 1966 ;
5.2 that the Colloquy shall be attended by not more than forty Press representatives ;
5.3 that the Colloquy shall be held during the Assembly's Session, so that the Press representatives may attend sittings of the Assembly if they wish ;
5.4 that part of the Colloquy shall, in principle, be set aside for a discussion with the Assembly representatives on an interesting political topic, and that another part shall be devoted to discussing ways and means of ensuring that the Council of Europe is given greater publicity ;
5.5 to ask the Secretary General to submit this Resolution to the Committee of Ministers with a view that the travel and subsistence expenses of the Press representatives invited, as well as the cost of organising and holding the Colloque, be charged to the Council of Europe budget.
