The Assembly,

1. Recalling its Resolution 197 (1961), converting the “Cultural Committee” into the “Cultural and Scientific Committee” ;
2. Recalling Resolution 284 (1964) on the role of the Consultative Assembly in the development of European co-operation in the scientific field ;
3. Noting that there has been, in the last few years, some measure of uncertainty in the method of preparing Assembly debates concerning scientific and technological research, including space research ; the industrial and technical development resulting from the progress of such research ; and the assimilation by society of the consequences of all kinds brought about by scientific and technological innovations ;
4. Considering that what is at issue is a wide range of complicated problems which have many side-issues but which are all closely interlinked, and that it seems desirable that these problems should be examined from an overall point of view, by a single Assembly organ which would follow their development and periodically report to the full Assembly ;
5. Convinced that, in the near future, the creation of a Committee on Scientific and Technological Questions will prove to be indispensable,
6. Instructs the Bureau and the Committee on Rules of Procedure :
to examine the ways and means of creating a new general Committee on Scientific and Technological Questions ;
to submit proposals at the second part of the 18th Ordinary Session.
