The Assembly,

1. Having examined the 16th report on the activities of the Office of the United Nations High Commissioner for Refugees, (Doc. 2420) and the report of its Committee on Population and Refugees in reply thereto (Doc. 2448) ;
2. Noting with satisfaction the considerable progress achieved in the international protection of refugees and, in particular, the entry into force in 1967 of the Protocol relating to the Status of Refugees ;
3. Hopes that, on the occasion of the International Human Rights Year, the member states of the Council of Europe will intensify their efforts to strengthen legal support for the concept of the right of asylum and of non-refoulement, in accordance with the United Nations Declaration on Territorial Asylum and with Resolution (67) 14 of the Committee of Ministers ;
4. Noting that the UNHCR has to cope with numerous non-European problems of considerable magnitude, especially in Africa, hopes that the governments of the member states of the Council of Europe will continue to support the action taken by the UNHCR in implementation of its programme of assistance in this field ;
5. Noting with satisfaction that the UNHCR continues to devote due attention to the European refugee problem,
6. Considers that the Assembly, in collaboration with the UNHCR, should draw up recommendations for measures to facilitate the assimilation of refugees by enabling those who have resided for many years in member states of the Council of Europe to acquire the nationality of their country of residence more easily and thereby cease to be refugees.
