The Assembly,

1. Having examined the present state of ratifications of International Labour Conventions by the Council of Europe member states ;
2. Stressing the importance of these conventions for the progress of social development and welfare in Europe ;
3. Expressing its concern at the fact that a number of International Labour Conventions safeguarding essential rights of workers have not been ratified by all Council of Europe member states ;
4. Regretting that the ratifications of International Labour Conventions have not always been followed by national action ensuring the full implementation of the conventions,
5. Decides :
a to invite national parliaments to organise, on the occasion of the 50th anniversary of ILO, debates on the work completed by ILO and its future role, enabling the organisation to draw up a programme of action in which the opinion of national parliaments can be taken into consideration and informing all concerned of the organisation's significance ;
b to call on its members to urge their governments and their national parliaments to ratify as many as possible International Labour Conventions and to adopt legislation ensuring their full implementation ;
c to invite the national parliaments to follow closely the fulfilment of the obligation contained in the Constitution of ILO on the submission to national parliaments of International Labour Conventions and Recommendations and of the obligations under International Labour Conventions ratified by their countries ;
6. Instructs its Committee on Social and Health Questions to report to it on the progress made in the ratification of International Labour Conventions and the fulfilment of obligations in the Council of Europe member states under International Labour Conventions ratified by them, in the light of the comments of the Supervisory Body of ILO.
